“Bottom line is that the government was removed at the threat of the mob. That’s called a ‘Coup’.”

The Verkhovna Rada (Parliament) is the elected government of the Ukraine, and it has not been overthrown by force yet, despite the efforts of former President Yanukovych to subvert and overthrow the constitutional powers of the Verkhovna Rada with the assistance of foreign Russian intelligence services and military forces.

Coup d’état. Political move to overthrow existing government by force...(Black’s Law Dictionary, 6th, 1990, p. 351).

25.02.2014 13:18
Press office of President’sResolution of the Verkhovna Rada No. 764-VII of 23.02.2014
On conferring powers of the President of Ukraine on the Chairman of the Verkhovna Rada according to article 112 of the Constitution of Ukraine’
given that President of Ukraine Viktor Yanukovych withdrew from performing the constitutional powers

The Verkhovna Rada of Ukraine hereby resolves:

1. To confer the powers of the President of Ukraine on Chairman of the Verkhovna Rada of Ukraine Turchynov Oleksandr Valentynovych according to article 112 of the Constitution of Ukraine.

2. The given Resolution shall enter into force upon its adoption.

Chairman of the Verkhovna Rada
O.TURCHYNOV

Former President Yanukovych has denied his resignation from the office of the president despite the Deputies of the Verkhovna Rada witnessing his resignation. If Yanukovych believes he has a genuine complaint about the Verkhovna Rada improperly claiming Yanukovych resigned his office, he has the duty to file a complaint with the Constitutional Court of Ukraine. Yanukovych has not filed such a complaint with the Constitutional Court of Ukraine. Instead, Yanukovych has engaged in a wide variety of acts of treason before and after his resignation with the objective of overthrowing the constitutional government of Ukraine, which meets the definitions of attempts to commit a Coup d’état and/or insurrection.

The US Department of State, partnered with the US-Ukraine Foundation, which was established and active since 1991, has, according to its own admission, been influencing the Rada since at least 1994.

My post #48 has a link to an article published by the US-Ukraine Foundation in 2001; the article celebrates the anniversary of 10 years of activism and influence in Ukraine.

Of course, the claim will be made that the "help" was purely "technical", but with the scope and duration of the project, the opportunity and motivation for undue influence renders the suggestion of "technical-only help" supremely doubtful.

Here's an excerpt with the Rada part of the article, though notably the article also proudly spoke of working in the areas of law and education as well:

Over the past 10 years, the U.S.-Ukraine Foundation has developed significant expertise in a number of public policy areas. For example, in 1994 the Parliamentary Development Project (PDP) was established after Ivan Pliushch, then chairman of the Verkhovna Rada, asked the USUF to provide technical assistance and support for the Task Force on Parliamentary Reform. His request eventually led to the founding of PDP, a USAID-funded cooperative effort of the U.S.-Ukraine Foundation and Indiana University's School of Public and Environmental Affairs.

During the project, USUF project staff worked side by side with deputies and provided them with the necessary information and analysis they needed to make appropriate changes in the Verkhovna Rada's procedures and structures.

PDP has translated into Ukrainian over 200 documents of comparative information or analytical pieces for the Verkhovna Rada's reference. PDP also disseminated valuable information to policy-makers in all branches of the Ukrainian government, academia, and the mass media.
