This map just shows the land in my state that the state currently holds a clear title to. It doesn't show the federal lands or all the other "protected and Buffer" land.

Exactly - people no longer use the term Agenda 21 when selling this to local governments, States etc - but all the terms like Sustainable and Global are there plus clauses that seem innocuous but that later on can be used to take privately owned land.
