• He's a victim of all the people who have claimed pot was less dangerous than alcohol.
• He's a victim of the pot shop which made the candy too potent.
• He's a victim of his own stupidity in risking taking a mind altering substance.

  But on the otherhand, I agree with you. Any one that smokes pot or takes mind altering substances are criminals. They put other's safety in danger every time they purposely put their mind in an altered state.
