That looks like a
Tupolev Tu-95 "Bear" bomber.
It has four turboprop engines driving two contra-rotating propellers each. There was one on Ebay last month, discussed on Hacker News.

They used to fly fairly close to Virginia Beach sometimes, too.
I think the Tomcat squadrons from Oceana enjoyed heading out to escort them away.

Seems like they would fly down the west coast. Those Russian aircraft Tupolev Tu-95 (NATO's "Bear") were teasing-out the UK's defensive responses as recently as last year.
