No, it isn’t going after what he was already paid, just future payments.

When Holder was found in contempt it was legal for him to continue to be paid. Now thay want to retroactively impose a punishment on him for past actions. I think that would fall under the ex post facto restrictions. I think that all they can do is pass a law sanctioning any future cabinet member found in contempt and stripping them of their salary. And I don't have a problem with that.
