I can’t imagine Putin wants Dnipropetrovsk. Crimea was always Russian. Even Donetsk and Luhansk have large Russian populations, and speak predominantly Russian. But agitating in Dnipropetrovsk would make far less sense than agitating in Kiev, and Kiev is totally unreachable without a full-out, WWII-style invasion.

Actually, this is a sign of a total breakdown of the country.

Ihor Kolomoyskyi, the 3rd richest oligarch in the Ukraine is building a private army to protect his assets, this is why the pay is so high by local standards.

Any Russian soldiers in Ukraine should be shot on sight. Any of them who surrender should be escorted to freedom.
