"Clark County commissioners unanimously voted to sell the Chinese company the public land for just 4.5 million, despite the fact that it was appraised at $38.6 million."

Long ago, I worked for a manufacturing company that paid a lease of $1 (per year?) on a large lot and large buildings in a large city. The local government there wanted the revenues.

Even many local, rural governments don’t want revenues from that kind of business any more, so they have zoning laws against any manufacturing, no matter how small (called “male” jobs by Democrats). They stick to trying to get federal funding, revenues from tourism, property taxes, etc. (called “women’s jobs” by Democrats). It’s not really about feminism, though. Along with the anti-family laws and policies, the regulations keep the riff-raff in flux and from rising to compete.
