The word “Amnesty” is just in the headline. No politician R or D dares utter the word directly.

Exactly. It is unusual to see those words in print but you never hear insects like Pelosi or McCain use the ‘A’ word.
If Miss Lube Rack and her partners in crime were ever to succeed (like Obamacare: “It’s affordable, it’s private!”) they would make it clear that “reform” is in fact what we have been saying it is all along: amnesty. (Surprise surprise.)
We would hear nothing more about fines and the other things newly minted citizens were expected to do as conditions of passing “comprehensive. immigration reform” or they would be given short shrift, unenforced as rules usually don’t apply to Democrats.
As you point out, we don’t hear them using the actual word, that is, what it really is—a pardon and reward of citizenship. The siren song is, ‘The system is broken. We need CIR. Reform, reform, reform ...’ droning on-and-on. All they want is amnesty. Period.
