Article 1 section 8 does not require the government pass a “beneficial” test. The actual test is that the land be paid for and that the state legislature cede the land to the federal government.

Once that happens, Congress can pass any law as to the use of that land and have EXCLUSIVE control over that parcel. No justification is required.
