Basically, he's telling the Socialist - SPD - too soft of a stand. Schockenhoff also criticizes Socialist Steinmeier's promise that Ukraine could never enter NATO.

...and yet Frau Merkel stresses how closely she's working with her new foreign minister, so criticism of him is effectively criticism of her also.
