There are union contracts that specify wages as a multiple factor of the min wage. ie Joe SEIU may be paid 2.1 times the min wage. So that factor may be in play here.

I was unaware that any union goons made minimum wage Most union contracts have a clause in them that requires an increase to the union workers' hourly rate each time the minimum wage is increased. SEIU is merely getting SF to vote SEIU a pay raise. Sweet, isn't it?
