Marriage has nothing to do with ability to beget children. Which begs the questions:
Why does the government have anything to do with marriage? It's a religious institution, "separation of church and state" and all that rot.
Why isn't the government requiring a license for procreation? It would be easy, you'd just have to provide proof of financial ability and the DNA of both parents, with a contract promising to provide total support for the child for the next 18 years.

Ha, nice. Instead the government wants to force society to pay for birth control.
That's more analogous to providing free bullet proof vests to citizens instead of requiring background checks / registration.

You could always do your own marriage and still can, if you don't want the government to recognize your marriage, then don't seek their recognition.
Just because Thomas Jefferson and George Washington wanted legal marriages, doesn't mean that you have to want it.
