Almost all school shootings have taken place since Congress passed The Community Mental Health Act of 1963 (CMHA), which began the process of deinstitutionalization of the mentally ill.
We are spending plenty of money. We're not spending it wisely.
Unfortunately there are far too many mentally ill people who are a danger to themselves and others wandering the streets.
I'd be more in favor of spending money on mandatory drug testing for politicians.

If mental health treatment is a pressing issue, why not introduce a Mental Health Bill and dispense with the 98% of the outrageously expensive crap in the (C)ACA?
If necessary, make it another welfare problem (added to the 300+ existing welfare programs.)
At least we'll know where the waste and fraud are.
