I have seen the same in downtown Oakland in broad daylight. This was in the 90’s. I couldn't tell if the mom was stoned, suicidal or trying win the ghetto lottery. The light was red and cars swerved around her as she walked across the street. No one was injured and she just went on her way like nothing happened.
