Nope. Let's assume the part-timers are working 20 hours/week and a 30% vacation + fringe rate. That works out to just over $80k per person fully-burdened on a full-time basis ($1M / 12.5) and just over $60k salary per person ($1M / (12.5 * 1.3). Take-home on that after paying Dem taxes at all levels is probably $45k. Note exactly a stratospheric salary, if you ask me. Seems pretty modest, even for Kansas.
