The knots above his left pocket appear to reflect three awards he earned as a youth: a Religious Award (which he received through the Boy Scouts from the third-party organization, P.R.A.Y., the Arrow of Light, and the rank of Eagle Scout.

However, the middle knot on the bottom row appears to be the knot for an adult religious award.

If so, he and his church don't follow rules. He organized the Troop last fall and the tenure requirements for that award preclude him from receiving it so soon without somebody signing off on a false certification.
