Yes they do, although the NSA has been doing stuff without telling Congress.
We are a threat to their funding, which is their only real concern.
I will agree with that comment. Since congress and nearly all government officials are known leakers ... telling them is like telling the enemy, for the enemy will know shortly if is an unknown to the enemy by telling a congressperson or any government official.
