“Do GOP “moderates” have any reliable base?”

They have a reliable base to get them nominations, but those people (democrats) vote for the democrat in November. This has been the game for years, to shut conservatives out of public office, and feeds the meme “conservatives can’t get elected, or are unelectable” and thus, types like McCain and Romney and their ilk are always called “electable.”

The business interests they create special favors for. You gotta think that they make deals with the Dems while the Dems are in power, to pass THEIR earmarks, while blocking earmarks of conservative Republicans. Which is yet another incentive for RINOs to prefer the Dems stay in actual power.

Sure they do. You can find their base at the top tier country clubs in any major city. Also look for vestrymen at your local upscale Episcopal or progressive Methodist church, or elders at a PCUSA.
