I thought Kagan previously recused herself from the mis-named ACA (Affordable Care Act) as she was instrumental in drawing up the document.
Am I incorrect ?

Supreme Court Justice Elana “Never Heard of Recuse” Kagan?She recused herself in literally dozens of cases-- every one where she had signed a brief as Solicitor General.
