Many people of all political persuasions reflexively relate "ape" to people of African descent.

Personally, I blame Darwinism as much as any racist upbringing they might have endured.

Yes, Rummy could have made his point using "cats" instead of "apes" if he'd been measuring his words and stopped to consider what the actual racists would do with his remarks. But, I'm guessing he gladly gave up that nonsense upon retirement.
