IIRC, there was a snippet a number of years ago about how Viagra was the most written prescription out of Bethesda Naval Hospital for congresscritters.

I'll bet those prescriptions were filled on the public dime.

It is by most. But it has a very high co-pay and the number of pills they cover per month is only half a dozen or so.
