For a Marxist, the devil is in the details. Control must be complete. The merchants, a “capitalist” minority, are controlled tightly and are in constant fear of an occasionally oppressive but consistently corrupt bureaucracy. Here the motive is simple, don’t embarrass the guest who provides positive propaganda.
