Voters who did not vote in the primary, may vote in either party's runoff.

This is the part that could re-elect him; Dems refrain from voting in the primary June 10th, but vote for Graham in the primary runoff.

good reply, you beat me to it. the problem in sc is the money is so fractured by multiple challengers that the low info voter is not aware that there is one serious opponent to get behind. Graham is flooding the airwaves with what a great conservative he is; most voters will not be aware he has an opponent.
