A small business or an independent consultant or self employed would be paying 1st quarter 2015 IRS with holding in March. This would have to include any possible tax penality else the payee would be considered to be under with holding and subject to a possible penality. The problem is that the Drudge critics were never required to make quarterly with holding. Smucks!
