People I know there say that most natives and Russian transplants get along well, except for Putin’s agents.

Doesn't mean anything. Prior to the break-up of Yugoslavia, there were countless interviews with citizens of Sarajevo (and other metro areas of Yugoslavia), where residents were literally laughing at the idea of civil war, since everybody got along so well. We see what that really meant, when push came to shove.
