Because Sheriff Arpaio 2 years ago did not have the evidence and proof that he has now. It was only analysis of forgeries.
Again because - the breakthrough proof - did not come through until October of last year that they publicly announced on November 7, 2013.
Since then, much much more evidence and likely proof has came into their investigation, and the time has been cataloging and vetting the new information. Vetting the new information as humanly as possible. We'd like them to get it right when they do present it to the world.

According to the link I provided earlier, Arpiao and his team were positive it was a forgery. Wouldn't they have to have evidence and proof to come to that conclusion.
