In the 1992 Presidential debates H.W. Bush commented that the collapse of the USSR was not the time to stop worrying about foreign policy - as Clinton suggested, but time to concentrate more. He made the case that how we handled the collapse moving forward would be crucial to the future. Irrespective of what you think of the Bush’s, he was absolutely right about this.
