The downside of a tsunami of dissatisfied democrats is that the GOP won't have to work at it.
Thus instead of coming up with a plan to fix the economy, they are likely to accept the win and then out democrat the democrats again.

I hardly view a likely net gain of four seats in the Senate and holding the House to be a “tsunami,” but I guess we’re expected to think of “tsunami” in a different way.
