KIEV, Ukraine Obama on Monday imposed sanctions on 11 Russian and Ukrainian officials blamed for Russia's military incursion into Crimea, including two top aides to Russian President Vladimir Putin.
The sanctions were the most visible sign of U.S. anger at Russia's attempt to absorb the Crimea region of southern Ukraine, reflecting the deepest plunge in U.S.-Russian relations since the Cold War.
The sanctions came in an executive order signed by Obama a day after a Crimea referendum on Sunday aimed at allowing Russia to annex the autonomous region, a vote that the United States says was illegal and would never be recognized by Washington.
During a White House press briefing, Obama warned that continued Russian military intervention in Ukraine would only increase Russia's isolation and exact a greater toll on its economy.
"If Russia continues to interfere in Ukraine, we stand ready to impose further sanctions," he said.

True, but we really didn’t need this right now. Since Obama, there hasn’t been a moment of peace. Leave it to Obama to give our foes the upper hand.
It has become intolerable.
Personal sanctions? Not a BFD.
Obama’s big on symbolism over substance. But, here he reality of the situation is that symbolism won’t do anything, and Russia is going to keep control of the Crimea. Heck, the only reason the Crimea was part of the Ukraine was because of a book-keeping entry made by Khruschev moving it from one administrative pocket SSR to another.
Now, it is true that Putin stacked the deck with some thuggish behavior from his military, but the reality remains the same. The Crimea is more a part of Russia than Europe, and Sevastopol was never going to be part of the EU.
so the principle is, the president of the US can unilaterally order sanctions against the citizens and assets of a foreign nation... just not “big” sanctions

The sanctions have no practical effect. None of the named officials has any Western bank accounts and I don’t think they care all that much about not being allowed to travel to the West.
