Actually, the choices were “join Russia” and “more autonomy within Ukraine”. Still, reading the 36% staying home as the “No, go back to the status quo ante” vote, gives .64*95.5% = 61.1% in favor of joining Russia (and 3.9% in favor of more autonomy within Ukraine).

61.1% secession votes in Scotland, the Veneto or Quebec will be seen as landslides if they happen, and if the Catalans vote 61.1% in favor of leaving Spain, Madrid will be hard pressed to say “no” the Spanish Constitution notwithstanding.
