So what?

If we do not have the resolve to use them when necessary, what use are they? If they are conveniently lost in a "boating accident", what good are they?

This is the point in time that they are to be used, specifically when a tyrannical government is bent upon disarming us of those weapons that they know are very useful in opposing their tyranny.
