Technically correct. But a lot of those were freedmen who had bought their own wives and children out of slavery, then never formally freed them. It cost money and a court appearance to do that, and you had to prove that the slave you were freeing would not become a ward of the state.
John Hope Franklin never addressed the selling of slaves by African Negroes. Most of his “black” history is bunk.
