This is the 800 lb gorilla in the room. It is actually very dangerous, on many levels. That is why they want to pass a law against it. It will hit the speed nannies, but it will also be a wake-up call to those who think they can slip into the passing lane and put their mind on autopilot. That is no way to drive at highway speeds.
