If I remember correctly, the Soviet Union sold a LARGE number of 9K33 mobile SAM launcher vehicles along with the 9M33 missiles in large numbers to the Middle East. What if some of those systems ended up in terrorist hands and they were able to "engineer" a launcher system complete with guidance radar out of 9K33 parts that could fit inside a small boat or a small vehicle? I'm surprised nobody had considered the idea of TWA Flight 800 being brought down by such a jury-rigged setup from a larger pleasure boat.
