A foreign worker under the H2A temp ag worker visa will cost agribusiness a lot less than a domestic worker or an illegal masquerading as a domestic worker.

I understand the former being cheaper, but how is it with the latter? And how is that related to amnesty if it is merely a type of visa?

Because there is a prevailing wage rate.

Its not. It is only related or connected to amnesty because they want to pass "comprehensive immigration reform", which means they want include everything related to immigration in a single act.
