400 surface to air missiles disappeared during the Benghazi attack, and that is why the embassies were closed the next week. Those missiles, depending on distance, can be used to shoot down an airliner.
Although the two men using stolen passports may have gotten something through security....and I think that oil slick may confirm that.
So Hillary’s ‘What does it matter at this point?” It matters a lot if that plane went down from one of them...on her watch those 400 missiles were stolen.

Those were man portable systems. They are useless for an aircraft at altitude on speed. Max range 3 miles. Next crash at a lower altitude over land or close to shore, maybe. ManPads are not a wonder weapon with a Pk of one, (probability of kill) even with a trained operator.

Maybe they stole something else? Like what? If they aren't portable, it is going to be tough to position them on a boat in the ocean. Alone the missile would be about useless. They would need the launcher, the target acquisition system. Accuracy is not enhanced by shooting it off some Rube Goldberg setup. An SA-8 (non-ManPad but portable')engagement zone is up to 16k, not going to get it done.

The slick could confirm the ac went down in the vicinity, if it was a bomb at altitude and on speed, the debris field would be large indeed considering the cataclysmic shredding and the 7 mile fall, the lighter pieces floating down.
