I taught my 5 brothers and sisters how to become marksmen/women from the age of 8, coz we have wolves up here preying on livestock. According to this proposal I would have to buy 5 more smart-rifles just to target practice- no you wouldn't, you'd just leave the "watch" or whatever it is, with the rifle....anyone can use it.
