Making the call at the gate about a drunk passenger is tough.
Make the wrong call, or not get supporter by your management, and you get fired. So, the default is to just pass them on, and let it be someone else’s problem.
Also, with today’s technology, an agent usually only sees a passenger for the three seconds it takes to scan the boarding pass.

If the timeline in the article is correct,he did plenty even before the plan took off to warrent a delay in taking off until they were sure he was ok.
