There is no question that Romney would have been a better President than Obama, but I do question whether, in the end, Romney would have been better for the Republican future than Obama.
Four more years of Obama, combined with the devastating rollout of Obamacare and the now evident results of his feckless foreign policy, just might set the Democrat brand back a decade or more.
Romney, if President, might well have tried to tweak Obamacare, rather than repeal it, and would certainly have had the MSM crawling all over him looking for every misstep they could trumpet.
Instead, even the MSM is forced to concede that things are not going well (although they’ll never ever quit pimping for liberals) and it’s Obama’s missteps that are becoming too obvious, and too frequent, to ignore.

No where is it etched in stone that SCOTUS is limited to 9 Justices. IF The Stain gets a couple more of his Comrades on the Court, President Mattis can always expand the court to negate that crap.
