WASHINGTON—U.S. Vice President Joe Biden, in a call Monday to Russian Prime Minister Dmitry Medvedev, urged Russia to pull back its forces from Ukraine and to support the "immediate deployment" of international monitors.
Mr. Biden, according to a summary of the call released by the White House, also told Mr. Medvedev that Russia needs to start a "meaningful political dialogue" with the Ukrainian government.
Mr. Biden's call with the Russian prime minister follows a 90-minute discussion Saturday between President Barack Obama and Russian President Vladimir Putin and underscores the Obama administration's efforts to find a diplomatic solution to the Ukrainian unrest.
Obama administration officials said over the weekend that the U.S. was considering a range of penalties, including sanctions, to punish Russia for seizing territory in Ukraine's Crimea region. The U.S. also has discussed with Russia and international partners the possibility of deploying international observers to help quell unrest in Ukraine.

didn’t Obama promise Putin that Obama would be more “flexible” once he was re-elected. he huffed and he puffed and he hoped no one would notice that he didn’t really intend to do anything.
