It’s intended more as a bargaining chip. But I doubt Putin would be persuaded by anything not involving a credible threat to use force. I think his armed forces are much more vulnerable to attack than he suspects, and we may be about to find out.

Also-- when a great power like the US behaves as fecklessly as the current administration, it quite often finds out too late that lesser powers are quite capable of acting on their own to create a situation that sucks in the great power despite its wriggling to avoid it.
Obama's cowardice isn't a choice for peace, it's a choice for war under circumstances that we do not choose and where the situation may be decidedly against us.
