What you omit is that Obama/Democrats despise foreign policy and see it only as a distraction from their real mission which is>>>> Domestic policy, which means taking money (taxes) from the Private sector producers and using this money to

1. expand the Imperial Washington DC Federal Govt 
2. getting more affirmative action "workers" hired by the Feds to do useless things and put forth oppressive regulations   (AA meaning gays, women, lesbians, blacks, immigrants and so on}
3. to buy votes via handouts and subsidies to the Democrat constituencies 

Always follow the money when it comes to what goes on in DC because its all about gettin' paid. Nobody does anything for free there
