Well, it does. They're already there, so why not? We don't want our focus to wander off of the final transition to the service/debt economy, so we're not getting involved in any more conflicts--no matter what. Besides, everyone knows that we can't do anything to stop Mexico from taking the homelands of its citizens. ;-)

What on Earth is the "international community"?

That's something you see on a ride at Disney World.

There is no "international community". You have nothing whatsoever in common with 95+% inhabitants of this ball of rock (and little in common with a bunch who share our territory with you).
