Out of his depth, absolutely. But someone out of his depth who had half a heart would not go to happy hour - he would be too worried about lives lost, and his responsibility for hit. This man has no heart, no compassion, no feelings for others AT ALL. He could no doubt walk through a field of recently aborted babies, then wipe the blood off his shoes and immediately sit down to a sumptuous meal and regale his audience about the latest 18 holes of golf.
