I think that's the capitalization of the title of the constitution formed by the Act of 1871, not its contents. In any event, it's the same as the capitalization of your name on government documents. Challenge it, and they'll say its their computer system. Insist on upper and lower case, and they'll say that's not possible. Change it yourself, and they'll change it back. It means absolutely nothing, but you can't have it your way. Ever. And just so you know, that rumor that capitalization indicates corporate status is sheer tinfoil hat nonsense. So don't believe it.
