When we rearmed prior to entering WWII, Great Britain held on for dear life. There is no longer any other Democratic power that could hold out or help out while we decided we needed to arm ourselves after an attack. Also, prior to WWII we didn't have to worry about Japanese Nuclear Subs off the coast or ICBM’s launched from Germany.
