KIEV (Reuters) - Leaders of mainly Russian-speaking regions of eastern Ukraine that are loyal to President Viktor Yanukovich challenged the legitimacy of the national parliament on Saturday and said they were taking control of their territories.
The move appeared to increase the possibility of a split in the sprawling former Soviet republic of 46 million, despite denials by the leaders that this was their intention.
The Kiev parliament has passed a series of measures that would reduce the president's powers and pave the way to the formation of a national unity government and early presidential elections.
Mikhaylo Dobkin, Governor of Kharkiv region in northeast Ukraine, told regional leaders meeting in the city: "We're not preparing to break up the country. We want to preserve it."
But a resolution adopted at the meeting said: "The decisions taken by the Ukrainian parliament in such circumstances cause doubts about their ... legitimacy and legality."
It added: "The central state organs are paralyzed. Until the constitutional order and lawfulness are restored ... we have decided to take responsibility for safeguarding the constitutional order, legality, citizens' rights and their security on our territories."
One speaker urged the creation of civilian patrols to restore order. Another said those gathered should fear reprisals if anti-Yanukovich protesters in Kiev seize power in the whole of the country.
With people at the meeting chanting "Russia! Russia!", the atmosphere contrasted with the mood in the capital Kiev where protesters want the Moscow-backed Yanukovich to resign.

Pro-European sentiments has dominated at the time. The problem is that anti-Russian policies of that government has ruined Russian trade ties and affected economy really bad. It has shifted balance to a pro-Russian groups and led to Yanukovitz victory.
The pipelines are not being cut yet.

On February 14, Viktor Yanukovych, with 48.95% of the popular vote, was declared President-elect and winner of the 2010 Ukrainian Presidential election. Yulia Tymoshenko won 45.47% of the vote.
A joint poll conducted by Democratic Initiatives and Ukrainian Sociology Service of January 2010 showed that less than 5% of the polled believed that the presidential election would be fair with 41.4% of respondents that believed that the election results could be manipulated and 15.7% being certain that the entire vote would be rigged. According to the same poll 5.8% of those polled stated they were ready to sell their votes if the sum suited them and 1.9% of the respondents were ready to sell their votes for any presidential candidates and for any funds.
Since May 2010 a number of criminal cases have been brought against Yulia Tymoshenko. On June 24, 2011, a trial started in the gas case, concerning a contract with Russian gas company Gazprom to supply natural gas to Ukraine, which had been signed in 2009. Tymoshenko was charged with abuse of power and embezzlement, as the allegedly biased court found the deal anti-economic for the country and abusive. On 11 October 2011, a Ukrainian court sentenced Tymoshenko to seven years in prison after she was found guilty of all charges. Following the February 2014 Euromaidan riots, on 21 February 2014, Parliament voted for her release in a 310-54 veto-proof vote. On Saturday 22 February 2014 she was released. After her release Tymoshenko is now able to run for office, since she has no criminal record.
Tymoshenko was held in the Kharkiv-based Central Clinical Hospital No. 5 under police surveillance, where since May 2012 she had been receiving treatment after being diagnosed with a spinal disc herniation. Tymoshenko has been on three hunger strikes since her imprisonment.
The gas case trial was viewed by many international organizations, such as the Danish Helsinki Committee, as a politically-charged persecution that violates the law. The European Union and other international organizations see the conviction as "justice being applied selectively under political motivation." The European Union has shelved the European Union Association Agreement and Deep and Comprehensive Free Trade Agreement with Ukraine over the issue. The EU has repeatedly called for release of Yulia Tymoshenko as a primary condition for signing the EU Association Agreement. The European Court on Human Rights stated in April 2013 that Tymoshenkos arrest in the case had been politically motivated and her rights had been violated.

You are 100% on, Vlad’s number one domestic asset is the gas, anything that puts that in jeopardy is worth tanks to him and his ruthless interior minister. Look at Syria , that was all about a new pipeline that would threaten the pipeline that runs thru Ukraine.
This has the potential of being a changing moment in Eurasia.

It seems to be the case that no matter who they elect, nobody can bring prosperity to both portions of Ukraine, and tackle the systemic low-level corruption that keeps small rural communities poor.
