Nope, this will never happen. Not with the current rules. Too bad the Founders didn’t make it easier.
I would think if California or any state were divided into 2, 4, or 6 states, with 1/2 of them Republican and 1/2 Democrat, that the Congress could well approve it.
It might also be grounds for the Ninth Circuit to be broken up.....of course Dems might reject that part of the deal.
