It’s the research design of the study that the FCC proposes be sent to determine “Critical Information Needs” of the “communities” served by various news outlets.
One of the questionnaires in the appendix is targeted toward individuals, I guess, not the news outlets. It basically tests people’s knowledge of where to go to: Get welfare, complain about the environment, and vote for their favorite [rat?] politician.
No liberal bias there, naturally.
