I can see that they could have deliberately been sold killing drugs

Well, it could have been something like a bad batch of heroin, and they both shot up from it, that wouldn’t be too unusual. Look at Phillip Seymour Hoffman, they cut that crap with all sorts of very strong opiates that can kill you easily.
